Senate Minority Leader Mitch McConnell + 40 Senate Republicans Filibustered / Stopped 385+ Progressive Bills from ever reaching the floor of the Senate for a vote since January 2009. A 60 vote “Cloture” is required to bring a bill to the Senate Floor for consideration. But only 51 votes are needed to pass a bill in the 100 member Senate. The V.P. votes in rare tie breaker 50/50 Yea/Ney situations.

During the 2 month + 1 day of the Democratic Super-Majority, Republicans slogged and drug out every distraction possible.
